

Amanda Davis is a highly experienced education leader with a strong track record of leading system-wide improvement across local authority education services.
She has held Director-level roles in local government, including serving as Corporate Director for Education and Learning at Dorset Council and more recently in Plymouth, where she led strategy and delivery across education, SEND, inclusion, and early years.
Amanda has worked extensively with schools, trusts, and multi-agency partners to improve outcomes for children and young people, particularly those with additional needs.
She brings deep expertise in SEND and inclusion, with a focus on building systems that are proactive, joined-up, and centred around the needs of children and families.
She is known for her ability to translate complex challenges into practical, sustainable solutions that support schools to be more inclusive and responsive.
At Navigate, Amanda supports partners to strengthen inclusive practice, develop effective SEND strategies, and build systems that enable every child to thrive. She is particularly passionate about empowering families—helping them to feel confident, supported, and able to advocate for themselves, while fostering a sense of belonging, community, and hope.
Her work is grounded in a belief that meaningful change happens when education, health, and care services work together around the child.
